Is Manchester an attractive place to work?

Carlos Tevez made the news this week saying that he hated Manchester and wouldn't return for a holiday, much less to work for his current employer. The Beeb moved lots of its staff to Salford, to much murmerings by many leading execs at the company.

Is Manchester an attractive place to work?

I read an interesting suggestion the other day that the success of a local economy wasn't based upon how much you invested in the business environment but how enjoyable you made a city to live in. If that was suitably attractive then you'd lure the brightest there.
