Are old staff not welcome at London Underground?

In the news today that London Underground described their workforce as "ageing and entrenched" with a "blinkered view of reality".

Bit of a worry.

A worry for who?

The organisation, ageing people in general (that's all of us, I suppose!) or users of the Underground? :)

I was thinking mainly of the company and of course the customers.  You have to wonder about the management to be honest, I mean they've managed the company into its current situation.  Surely it should have solved long before it got to such a drastic position.

Not living in London, and hardly ever visiting, I can't really claim to know much about their predicament.  What's the situation?
