Management of Metronet

"Poor and inadequate" management by the Department for Transport (DfT) of the failed Tube maintenance firm Metronet cost taxpayers up to £410m, so says the BBC today.
It seems to be sadly common for public sector projects to go badly. What could the DfT have done differently in managing Metronet to get a better outcome?
