Liverpool tops unemployment league table

Apparently nearly 1/3 households in Liverpool are unemployed.
In Liverpool, no one has work in 31.9 per cent of homes — with a third of those blaming sickness or disability. The UK average is 18.9 per cent.

Why is unemployment so high in Liverpool?
That is both shocking and surprising. Over 30% seems a huge percentage of the community not to be working.
