Creating a learning and development culture

I would like to know what people think is important in creating a learning and development culture within an organisation? What best practices are people aware of along with what tools to implement? What new emerging means for learning and development are available based on the application of technology and from Global companies or case studies operating in different international markets? Any feedback suggestions, weblinks or recommendations would be much appreciated.

Great question John,
I have been very fortunate that I have in most of my career been in some sort of learning or development culture.
I have seen in recent times some large organisations challenging the approach.
Many are now looking for enhanced knowledge and the ability to innovate and cope with ambiguity, agility and complexity. So there is once again a move towards knowledge and understanding as a means of evolving the enterprise.
Experiential learning is being valued, e-learning tickbox situations are being challenged, as are "best practice" as they go out of date so quick and stifle creativity.
By the time a business has embedded what "good" looks like, the world has changed.
It would help to know a bit more about your company so it can be tailored, but Toyota are an obvious example of a company that has placed learning at the heart of their operation.
I would think a central facet of any learning culture is an acceptance of failure, because with any new learning there has to be an element of risk involved as you are trying something new.
