The Chartered Management Institute, Singapore Branch was established in 1976. Globally the CMI membership community has over 160,000 managers and leaders who share a vision of better led and managed organisations.
Our focus is to promote and support members in their development of management and leadership competencies and in the growth of their professional networks.
The CMI, Singapore Branch Council organise events relevant to members, share best practices and information and build links with other professional organisations.

Board Members
Liau Beng Chye CMgr CCMI
Mr. Liau holds a Bachelor’s degree in Mechanical Engineering with First Class Honours from the National University of Singapore. He spent the first two years of his career in oil exploration, specializing in data acquisition, processing, analysis and interpretation. Subsequently Mr. Liau started several companies and took them to fruition stage before selling them to public companies. He also has an extensive experience in starting companies and taking them for public listing. Over the last 30 years, Mr. Liau has accumulated a wealth of experience in sales, marketing, project management, project financing, M&A activities, IPO and general management in the mining, manufacturing, construction, real estate, IT, M&E and lighting industries. He is now the Chairman of ArmorShield Holdings Pte Ltd. Mr Liau sits on numerous professional bodies. He is currently the Honorary Chairman of the Chartered Management Institute, Singapore (www.managers.org.uk); the Advisor of Singapore Innovation & Productivity Institute (SiPi); Member, Selection Panel, International Management Action Award (IMAA); Member, the Practicing Management Consultant Certification Board (PMC-CB); Chief Advisor for International Business, Qinghai Province General Aviation Group Co., Ltd (a company owned by China Government in Qinghai Province); Advisor of Project Financing, Quanzhou Financial Holding Group (a company owned by China Government in Fujian Province).

Irina Bytchkova MCMI
Irina is currently spearheading the Group Business Development for Lintec & Linnhoff Holdings, a company that specialises in infrastructure equipment and offers customisable Asphalt and Concrete solutions globally. Over the years, the company has successfully commissioned thousands of asphalt and concrete plants used for many notable infrastructure projects worldwide, including mega projects such as the Hong Kong – Zhuhai – Macao Bridge in China, as well as many airports, highways, bridges, and water dam projects, such as the Petronas RAPID Project in Malaysia, Trans-Sumatra Expressway in Indonesia, BR-163 Highway in Brazil, to mention a few.
Irina has extensive cross-industry commercial experience, having worked for a number of multinational companies, ranging from subscription management & IT, software to crisis & change management fields. She has spent more than 23 years in various parts of Asia and is currently responsible for expanding the market coverage and business for Lintec & Linnhoff Holdings worldwide.

Suanny Gouw MCMI
Suanny Gouw is currently focusing on upskilling the adult learners. Her past experience included research and development of medical laser devices, sales and marketing. She holds a BSc (Hons) Physics and Electronics (University of St. Andrews, U.K.), PhD BioEngineering (University of Strathclyde, U.K.), EMBA (NUS, Singapore) She is also a board member of MBA Alumni – NUS.

George Huang CMgr CCMI
Mr. Huang is currently the Managing Director of Amoy Canning Group, a family owned business with more than 100 years of history. Under his leadership, Amoy Canning has grown to become a respected, pace-setting, food manufacturer with its high quality and safety standards, and manufacturing and branding excellence.
Mr. Huang has an illustrious public life, giving his time for charities, trade associations, government agencies and education. He is a respected community leader and he is currently the Life Honorary Chairman of Singapore Amoy Association, Honorary Chairman of Nanyang Huang Clan Association, a Director of NParks; and Chairman of Singapore Agro Food Enterprises Federation . He was the Patron of Tampines Central Citizens’ Consultative Committee for 14 years.
Mr Huang is currently the Chairman and Board Member of the Board of Governors of the Singapore Manufacturing Federation. Prior to this, he was the Emeritus President of the Singapore Manufacturing Federation between 2014 and 2018.
He believes in education and continues to devote a lot of his time and energy to mentor young leaders and entrepreneurs and is active in raising the quality standards of consultants. He currently chairs the Governing Council of the Singapore Business Advisors & Consultants Council, and the International Management Action Awards Council. He believes that good leaders and managers are critical to better the lives of many under their care.

Ham Hwee Hoon MCMI
Marketing Manager of a SME company carrying out repair of Electronics Destination System, Cash receipt printer, farebox , fabrication jobs , etc for the last 10 years. Prior to that worked 17 years in a Japanese company as Project Manager and 15 years in a bus company as a Senior Technical Officer. Hold a BBBA from RMIT, Diploma in Industrial Management and Technician Diploma in Mechanical Engineering from Singapore Polytechnic, Diploma in Management Studies from SIM.

Saw Ken Wye CMgr CCMI
Saw Ken Wye is CEO of CrimsonLogic, a company focusing on solutions for cross border trade (Single Window, Customs Management, Systems), eJudiciary and Digital Government. He is responsible for leading the business teams in growing customer relationships and driving sales in regions such as Asia, Middle East, Africa, Latin America and the Caribbean. To date, the company has 19 offices worldwide. Prior to joining CrimsonLogic in 2013, Ken Wye worked in Microsoft for nearly 16 years and was the Vice President for Public Sector (Asia), responsible for the company’s business with Government and Government organisations across Asia. Ken Wye started his IT career with the National Computer Board (NCB) in 1983 and his last appointment was Assistant Chief Executive (Industry). Ken Wye is actively involved in the local Singapore IT community, and is currently a member of the Info-communications Media Development Authority (IMDA) Board. He is also the Chair of the Advisory Committee for the School of Infocomm Technology in Ngee Ann Polytechnic, and the Chairman of SGTech. He is also a member of the Singapore Manufacturing Federation (SMF) Council.

Lim Kian Kim FCMI
KK heads the firm’s Cybersecurity, Privacy and Data Protection Practice Group of Harry Elias Partnership LLP. He has more than 25 years of experience in technology advisory and commercial matters, with a focus in representing clients and advising matters involving privacy and data protection, cybersecurity, mobile security, audit and compliance advisory. This includes technology investments due diligence. Apart from technology law, he is also involved in the emerging fields of cyber insurance and matters relating to the digital economy such as data governance, artificial intelligence and block chain. His other practice areas include employment matters such as employment disputes, work injury compensation and trust & private wealth management.
A well-recognised figure in the information security and legal technology fraternity; he is often invited to speak on technology law, risk compliance and cybersecurity and data protection in conferences and forums. Prior to being called to the Singapore Bar, KK worked for both the public and private sectors such as the Singapore Government, PLCs listed in Singapore and New York in the fields of technology policy, market research and information security consulting and data privacy including being the Chief Privacy Officer (APAC) for a global healthcare research company.
He has also published in Privacy Advisor, a publication of the International Association of Privacy Professionals (IAPP) and was the inaugural chapter contributor on Singapore in Global Privacy & Security Law, a publication of Wolters Kluwer.
He holds a Bachelor of Arts in Government and Psychology (University of Texas at Austin), a Bachelor of Laws (Monash University), a Master of Laws (National University of Singapore), a Specialist Diploma in Information Systems Security (Temasek Polytechnic) and completed the Certified Information Security Manager (CISM), the Associate Estate Planning Practitioner (AEPP) Certification the Advanced Certificate in Trust Services, Wealth Management Institute, Nanyang Technological University, and a Fellow of the Chartered Management Institute. (UK).

Nigel Lim Zhi Meng CMgr FCMI
Nigel is currently the Regional Head of IT and is a Manager of Group Information Strategy & Technology Services at Mitsubishi Corporation Asia and Oceania regions. He supports 52 offices and subsidiaries as well as 223 group companies across 17 countries. His division is responsible for managing a portfolio of IT programmes and projects across the region as well as governance and compliance in addition to consulting engagements.
Nigel has more than 16 years of experience overseeing a broad portfolio of IT services from appliances to infrastructure. He is a Chartered Manager and a Fellow of the Chartered Management Institute. He is recognized for his strategic perspective and leadership capabilities, building partnerships with stakeholders (Business & IT, Internal and External customers) and bringing them together, developing human potential and leading them towards a common vision.

Benjamin Low CMgr FCMI
Benjamin Low is the Founder and Managing Director of D3signs Pte Ltd with over two decades of experience in project management and building online solutions. His experience ranges from regional roll-outs of websites for Volkwagen AG, Audi AG and EPSON, to creating microsites, apps and campaign executions. A Creative Circle Finalist in 1999 and Gold Pencil winner at the One Show Interactive in 2000, Benjamin comes from a strong technology background and went into marketing communications and multimedia design – making him a perfect all-rounder for today’s digital world. Benjamin is holds a B.A. (Hons) in Multimedia Art, MBA in Marketing and is a Chartered Fellow and Mentor of CMI.

Manoj Menon FCMI
Manoj is an Asian business entrepreneur, innovation consultant, keynote speaker and leadership coach. He has recently founded, TWIMBIT – a research think tank – which aims to leverage the power of research and content to help solve some of the biggest challenges facing humanity. Until recently, Manoj Menon was the Senior Partner and Asia Pacific Managing Director of Frost & Sullivan. He started at Frost & Sullivan in December 1996, as one of the pioneers when the company was just beginning its trajectory into Asia. Over the next 21 years, he successfully grew the company’s presence and business in the Asia Pacific by manifold. He helped establish its presence across almost every single country in the region. Throughout his tenure at Frost & Sullivan, Manoj consulted on multiple strategic and syndicated projects for leading multinational companies, regulators and government bodies, providing growth workshops and client counsels, among others. He is today one of the region’s most sought-after speakers and thought leaders, wherein his expert opinions have been heard at seminars and industry conferences globally. Manoj is also frequently featured in leading media, namely CNN, Bloomberg, Channel News Asia, CNBC, BBC, Singapore Business Times and Straits Times, and Malaysian Business. He earned his Bachelor of Engineering at Mumbai University and MBA at the ICFAI Business School in India. He is also a Chartered Financial Analyst.”

Govindaraj Naralasetti CMgr MCMI
Govindaraj is a Chartered Manager and Chartered Engineer with more than 20 years of rich and varied experience in Engineering, Project management and operational environments. His areas of expertise include LNG Liquefaction, LNG regasification process, LNG storage, strategic planning, project management, risk assessment & mitigation, project delivery etc. He had worked with major Clients like SHELL, EXXONMOBILE, CHEVRON, QATAR PETROLEUM, SINGAPORE LNG Etc.
In his previous roles, he played a key role to develop projects from early concepts to Operations, Early identification of risks associated with various concepts, technologies & project execution. In addition, he formulated plan for LNG terminal design, utilise market research programmes to identify supply and demand issues and techno commercial feasibility analysis to identity new business opportunities and asset enhancement.
He had obtained Bachelor of Engineering (Chemical), Bangalore University, Master of Business Administration in Engineering, Manchester Business School and Chartered Engineer with IChemE (Institute of Chemical Engineers, UK).

Patrick O'Brien CMgr FCMI
Patrick is currently Managing Director of The Amanuenses Network Pte Ltd, a boutique company he Founded in 2004 that focuses on the development of “Soft Skills”. Today Amanuenses continue to develop & facilitate emotionally intelligent Workshops. They afford others the skill & confidence to drive authentic personal & organisational change. Prior to this, he was COO & interim CEO of iDNS International Pte Ltd, a multilingual DomainName Provider in Singapore. Before that, he was the Founding CEO of Domainz, the New Zealand Internet Registry. With a strong business and technology background, he has spoken extensively at numerous conferences across the globe. He is qualified at Honours-level in IT, holds a Master’s Degree in Marketing, and, an MBA that majored in Finance. Professionally he is active, being a Member of the NZ Institute of Directors, a Fellow of the Chartered Management Institute with Chartered Manager status, a Fellow of the Chartered Institute of Marketing with Chartered Marketer status, and, a Fellow of the Chartered Institute for IT with Chartered IT Professional status. He is also a member of British Mensa.

Anthony Ong Swee Leong FCMI
Mr Anthony Ong joined ADERA Global as Group CEO for International Business in 2016.
Anthony led the integration of Adera’s international group of businesses across Asia Region. He transformed Adera business powering Digital ID , Digital Payment and Digital Automation Solutions via its core expertise of Secure Data Handling, Artificial Intelligence and Smart Automations for Financial Institutions, Insurance Companies, Government Agencies and Large enterprise. Under his leadership, Adera has since established footprints in Hong Kong, Macau, Philippines, Vietnam, Malaysia and Myanmar. He is developing Adera’s plan for Corporate Social Responsibility and Sustainability Program.
Prior to ADERA, Anthony was Managing Director for Morpho Cards (Singapore) Pte Ltd (currently known as IDEMIA) of the Safran Group from 2006 to 2016. He was also appointed SVP Sales APAC, Morpho Business Solution Division and a member of the Global Executive Committee for this division in France.
Anthony graduated with an Honours Degree in Electronics & Electrical Engineering (Computer Engineering Major) from Nanyang Technological University (NTU) of Singapore in 1996. He also holds an Advanced Diploma in Electrical and Electronics Engineering from Ngee Ann Polytechnic as well as a Diploma for Electrical and Electronics Engineering (Telecommunications) from Singapore Polytechnic.
Anthony has more than 20 years of experience in the Telecommunications, Banking, Identity, transportation and Security Industry and 20 years of experience in Senior Management Position. He has vast experience in Biometric technology, digital security, mobile network solutions and smart card technology.
Anthony currently also serves in Chartered Management Institute (Singapore) CMI as Vice Chairman and SGTech’s Smart Nation Chapter as Vice Chairman.

Hoi Wai Khin FCMI
HOI Wai Khin is currently the Head of Digital Trust Services in RSM Singapore. He specialises in information security and business continuity, and has vast overseas and local experience in managing technology risk. In his current position, Wai Khin has extensive exposure to the management of risk/audit/security programmes to meet legal, human resources, audit, IT, risk management and information security requirements. This involves constant innovation of ideas to implement value-added security programmes to support the client’s organisational objectives and building a robust security framework that goes beyond regulatory compliance. His global experiences include assisting organisations in audits for IT due diligence, Sarbanes Oxley 404 IT General Computer Control, and IT diagnostics for mergers & acquisitions. Wai Khin has also supported clients in ISO 27001 certification projects, cloud technology, bring your own device (BYOD), as well as compliance with Singapore’s Personal Data Protection Act (PDPA) and internal and external IT audit requirements.

Lee Wai Loon CMgr MCMI
Wai Loon is a Supply Chain Professional with 11 years of experience in the energy industry.
He graduated with a Mechanical Engineering degree from the National University of Singapore (NUS). Wai Loon is certified in Project Management Professional (PMP), Chartered Manager (CMgr MCMI), Planning and Inventory Management (CPIM) and Lean Six Sigma Black Belt (LSSBB). Wai Loon is currently pursuing his Executive MBA and expected to graduate in April 2022.
Wai Loon joined the Shell Graduate Program in 2010. In his first 3 years, he completed various operational roles (maintenance engineer, production engineer, safety advisor). In 2014, he went for a 2 years international assignment in Jakarta, Indonesia as Production Manager. For the next 6 years he worked in Singapore as a Macro Distributor (MD) Supply Planner, Integrated Business Value Analyst and Lubricants Supply Chain Transformation Manager.
Now, Wai Loon is the Head of Value Delivery, Lubricants Asia Pacific and leading a team to identify and execute value delivery projects to improve Lubricants Business Performance.

Tay Woon Teck CMgr CCMI
TAY Woon Teck CMgr CCMI
Woon Teck is currently Managing Director of RSM’s Business Consulting division. He consults and assists entrepreneurs in building a corporate culture of resilience. His area of work is focused on helping entrepreneurs discover and preserve value in their business, create or co-create values through innovation and digitalisation, rehabilitate ailing companies and recover from failures.
He works with our economic agencies to promote Singapore as a hub for global businesses, assist ourentrepreneurs in connecting with ASEAN and the world through RSM network of firms. He is a frequent speaker on ASEAN, Belt Road Initiatives and Managing Digitalisation and Transformation.
Woon Teck currently teaches valuation, corporate governance and risk management in the School of Business (Accountancy) of the Singapore University of Social Sciences. He was an adjunct faculty member in the Singapore Management University between 2007 and 2016 where he designed and taught the Corporate Advisory Programme for both the Bachelor of Accountancy and Master of Professional Accounting programmes. He was invited as a guest lecturer in the National University of Singapore’s Master of Business Administration and Bachelor of Business Administration programmes to share his practical insights on “Managing Cross-border Investment Risk”.
Woon Teck was a member of the corporate finance committee of the Singapore Investment Banking Association, and a member of the task force under the ACE Finance Action Crucible to review the issues of financing for internationalising SMEs. He was also the author of “Financial Handbook for SMEs”, a joint publication by SPRING Singapore and the Association of Banks. In 2014, he co-authored a workbook on “Risk Governance for the Third Sector” to guide the Boards of the Third Sector in getting started on implementing effective risk governance and internal control practices. He co-authored the “Doing Business in ASEAN” guide jointly published by RSM, Rajah & Tann Asia and United Overseas Bank in 2015 and 2016, as well as the booklet on “Building a Treasury Centre for Sustainable Growth” in 2018.

Siew Yim Cheng FCMI
Ms Siew Yim Cheng is Group Chief Digital Officer, ComfortDelGro Corp, leading the digital transformation of one of the largest land transport company in the world.
Prior to joining ComfortDelgro Group, she was Global VP with Chinese greentech company, Envision-Digital, leading the development of AIoT and Smart City products and solutions.
As Chief Digital Officer and Chief Information Officer of Singapore’s JTC Corporation, she was responsible for the digital transformation of JTC and its estates and has a rich background in ICT and smart estates.
Yim Cheng has a proven track record in both public and private sectors, with 12 years in Microsoft leading sales and marketing, and prior to that, 11 years in the Government’s ICT agency. Her career spans a diverse range of roles from software R&D, AI, sales and marketing and digital transformation across Singapore and Asia Pacific, Greater China and Japan markets.
She is Deputy Chair of Ngee Ann Polytechnic’s ICT Advisory Committee, Member of Ngee Ann Polytechnic’s IT & Data Sub-Committee, Council member of the Chartered Management Institute (CMI), member of the Industry Expert Panel for Singapore International Mediation Centre and Immediate Past President of the IT Management Association (ITMA).
